By of the Journal Sentinel A growing commercial area on Milwaukee's east side likely will continue seeing new apartment development, but office growth should be encouraged to increase customers for neighborhood restaurants, stores and other businesses. That's among the conclusions in a new study commissioned by the East Side Business Improvement District and the Department of City Development.
